Sharing experiences of the international practitioners in the human resources management 

Sarajevo, 30 September, 2009 – The Human Resource Management (HRM) Programme for the BiH Civil Servants funded by the British Government in co-operation with the NI-CO and United Nations Development Programme (UNDP), was completed today.

The HRM Programme included a number of different elements of modern HRM – human resource planning, job analysis, recruitment and selection, performance management, discipline, training and development as well as a briefing seminar for senior managers from participating organisations to ensure their support. This was specifically designed to meet the needs of participating ministries and institutions.

In addition, an international workshop was organized allowing participants to meet and interact with practising HR Managers from Western European public sector bodies. Participants also had an opportunity to work on individual projects where they applied the training to develop an HRM Action Plan for their own institution.

Although most participants had not met before, they quickly gelled as a team.  Discussion and involvement throughout the programme was of a high standard.

Mrs Emina Dervišević-Zvizdić, Public Administration Reform (PAR) Co-ordination Office gave her views on the Programme: „This training was useful to me for several reasons: it was an opportunity to get familiar with the key theoretical HRM concepts, to hear experiences of experts from other countries and, most importantly, to get to know colleagues from other institutions working in similar jobs. Although modern HRM is still in the early stages of implementation in BiH, nearly all we have learned can be implemented in our institutions“

In terms of the wider civil service, the programme has also achieved significant benefits. The international workshop drew together participants from the current programme, those from the Civil Service Training Project (CSTP), representatives from the entity civil service agencies, and senior management from throughout the civil service.
